Tic-tac-toe (American English), noughts and crosses (Commonwealth English), or Xs and Os (Canadian or Irish English) is a paper-and-pencil game for two players who take turns marking the spaces in a three-by-three grid with X or O. The player who succeeds in placing three of their marks in a horizontal, vertical, or diagonal row first is the winner. It is a solved game, with a forced draw assuming best play from both players [wiki]
Game Design: To design it for computer friendly-way. We consider a different approach to declare the game result. Instead of providing the game different combinations as results. We had a popular math puzzle where the sum of 3x3 matrix values of every direction is equal. Like in this example the sum is 15 in every direction of the 3x3 matrix. Which has been used here.
And at this moment computer player had very minimal/no intelligence, as it's providing the turns on random on the available positions.
